Most of your examples we don't worry about because they affect the player who is playing them more than their opponent. Counter-magic is less good now since it does not raise costs appropriately, so if you want a less good version of the card in your deck, go for it. Crown only affects one creature at the moment, if you still want the effect go for it. Reversion does not work on every creature, but if you still want to play it, buyer beware.
It is entirely different when it creates a hindrance for your opponent or an advantage for you. You can consent to your own disadvantage. Playing a broken card that hurts your opponent creates a situation where your opponent cannot consent to that bugged disadvantage.

You're absolutely right in saying that we should be using the honor system with several of these bugs but unfortunately not everyone is honorable. The majority of the community is amazing and I'm extremely happy to be a part of it. That said, there's always that one person who tries to game the system. It's just the nature of the beast and not something that we can really help. The issues with cost increasing effects not working properly are pretty game breaking right now, especially in the instance with Inquisitor. Countermagic, Buccaneer, and Time Ripple are play at your own risk but Inquisitor can't really be left to do what he's currently doing as he's already borderline too good.
I'll be releasing an explanation for the banned list after lunch.

Update: I contacted CZE about the cost increase bug and they're looking into it. Once I hear a more official response from them, I'll make the call. Shouldn't be more than a few hours from this post.

In my opinion it's OK if bugs make your cards a bit worse... well, it's up to you if you want to play them anyway. It's the bugs that make a card significantly better that are the ones we need to consider. The best example here is Xentoth being replayed for original cost of 3.

Are there any general rules about deckbuilding? i.e 60 card max; No sideboards etc

Matches are best two out of three without sideboards, just like last event. You may switch decks from round to round but not from game to game. Other than that it's just normal deck building rules which the game client enforces anyway - minimum 60 cards.

Now that Chimes isnt banned and it makes it much better for the player that plays them, does countering a draw spell to making them mill themselves be a legit play? If the game frozes it frozes with a winning stack. I know it sounds scumbaggy but there should be some downside of playing with a bugged card that benefits so much the player playing it.
